Honestly, the best way is to start talking. Almost everywhere you will find someone who likes to talk. We took the kids to Disneyland and we got to talking with the other riders on the Grizzly River Run. By the end of the ride we had talked about where we were from and how our trips were going.
You need to be friendly and approachable. It does not take much for an outgoing person to latch onto you. I am a very introverted person, but super polite. I tend to attract people who love to talk. As long as you are doing something or going somewhere that has your interest, the people there will most likely share your interests.
